Fighting broke out between various elements of South Sudan’s armed forces on December 15, 2013. The conflict has displaced more than one million people, including 803,200 displaced within South Sudan and 254,600 who have fled to neighboring countries, such as Uganda and Kenya. The civil unrest has caused an increase in the number of refugee arrivals at Kenya's Kakuma refugee camp as well as into the Adjumani district of Uganda. In March 2014 over a five day span, 1,965 new refugees were registered within the Adjumani district where more than 64,000 refugees — the majority women and minors — now reside. The increase in arrivals has caused concern as the current camp budget is already stretched thin.
South Sudan remains one of the poorest and most underdeveloped countries in the world. It has struggled to maintain peace since July 2011, when the Republic of South Sudan officially declared its independence. Since that time, the country has struggled to cope with influxes of migrants from the north, conflict and below-average rainfalls, which have hampered food production amidst a swelling population.
